expenses of transhipping goods would be fatal.
(6) In dealing with competitive traffic it happens that a rate
has to be fixed which just more than covers the expenses of
haulage and stores and in such a case it is not possible to
levy terminal charges because by doing so the rate would be
unduly increased, so that one looks to paying terminals out
of the more profitable business; and in the draft Working Agree-
ment it is provided that terminal charges and others due to
special services may be drawn from the pooled takings before
a final distribution of profits, whenever it is not possible
to levy them at first hand. To give an example supposing

at the British terminal a ton some sort of facility in the way of a crane has to be
provided the interest on the Capital cost of which together
with its working would add a further 5 cents on to the rate.

the British Section would have to forego charging its termipal,
For as a consequence the traffic Would not be carried, unless
there were some sort of arrangement provided for paying it out
of more profitable traffic. Therefore unless the Bections were
worked as a Joint concern with a common fund from which com-
pensation for such losses could be made, no sort of concession
would ever be made by one Section to the other.
